ANALISIS IMPLEMENTASI PERATURAN BUPATI (PERBUP) NOMOR 46 TAHUN 2022 KABUPATEN PAKPAK BHARAT TENTANG PERAN PEMERINTAHAN DESA DALAM PENCEGAHAN DAN PENANGANAN STUNTING (STUDI KASUS DI DESA KUTABABO)

There are numerous cases of stunting among children under five in Indonesia, particularly in remote areas such as villages. This issue has encouraged the government to establish policies for the prevention and management of stunting. In this study, the researcher examined Kutababo Village, one of the villages with the highest number of stunting cases in Tinada Subdistrict, Pakpak Bharat Regency. The policy examined in this research was Regent Regulation (PERBUP) Number 46 of 2022 concerning the role of village government in stunting prevention and management. However, following the implementation of this policy in Kutababo Village, many children continue to be categorized as stunted or at risk of stunting each year.
This study aims to analyze the role of the village government in implementing Regent Regulation Number 46 of 2022 in Kutababo Village. The study employed a qualitative method with a descriptive approach. Data were collected through observation and interviews and were subsequently analyzed through data reduction, data presentation, and conclusion drawing.
The results show that the Kutababo Village Government, auxiliary community health center, and local community participated in the implementation of the policy; however, their involvement was not yet optimal. The community tended to participate actively in programs perceived as meeting their day-to-day needs, whereas attendance at educational programs remained low even after the programs had been implemented. Furthermore, the programs implemented by the Village Government tended to be repetitive and lacked innovation. Consequently, the number of stunting cases in Kutababo Village did not decrease from year to year and instead continued to increase.
