چکیده

The development of the tourism sector in the Lake Toba area has encouraged the Dairi Regency Government to improve environmental quality through the implementation of Dairi Regency Regional Regulation Number 5 of 2014 concerning Waste Management. This regulation aims to create a clean, healthy, and sustainable environment while enhancing the attractiveness of tourism destinations. However, the implementation of this policy in Silahisabungan District has not been optimal, as indicated by the continued accumulation of waste in tourism areas, limited facilities and infrastructure, as well as inadequate inter-agency coordination and community participation in waste management. This study aims to analyze the implementation of Dairi Regency Regional Regulation Number 5 of 2014 concerning Waste Management in the Lake Toba tourism area and to identify the factors that hinder its implementation in Silahisabungan District, Dairi Regency. This study employed a qualitative method using a case study approach. Data were collected through interviews, observations, and documentation, and analyzed using an interactive analysis model. The findings reveal that the implementation of the policy has not yet been carried out optimally. In terms of communication, the dissemination of the policy to the community and tourism business operators has not been evenly implemented. Regarding resources, the limited number of waste collection vehicles, waste management facilities, and sanitation personnel remain the main constraints. In terms of disposition, the implementers have demonstrated a fairly good commitment; however, community participation remains low. Furthermore, from the bureaucratic structure perspective, weak coordination among related agencies is still evident in the implementation of waste management. Therefore, stronger inter-agency coordination, adequate provision of facilities and infrastructure, improved policy dissemination, and greater community participation are required to ensure more effective policy implementation in supporting environmental sustainability and the sustainable development of tourism in the Lake Toba area.
